I think that this video is interesting for two reasons. First, humans tend to resort "anthropomorphizing" (making things human-like) when they don't understand something. This is the same idea behind all of the human looking aliens on programs like Stargate SG-1 and Star Trek. Have you ever seen a sci-fi show (with the possible exception of 2001: A Space Odyssey) that had the concept of an alien that looked, acted, and interacted with humans in an incomprehensibly advanced way?
Second, the description of a "third level civilization in the video sounded a lot like a very strong appeal to the possibility of the existence of a God (which I also personally believe to be true). How else would you describe the interactions of an advanced civilization of beings (or a single being) with the people of earth? It may be that God is simply nothing more than an advanced being who intercedes on our behalf, both collectively and individually.
